The job which was posted posted (publicly, in multiple places, including this list) was for an 18 month interim position. The Board did not feel we were mature enough to make a permanent decision, but we felt we needed stability through the transition period. The 18 month interim position was the compromise we settled upon. Every candidate was told the interim ED would be considered for the permanent position at the end, and would likely have the "inside track" on the job - assuming they performed their duties well.
