I had this issue with amazon and was able to get them to remove the subnets that were listed as as being used for broadband while leaving cloud/datacenter subnets blocked You need to open the ticket clearly stating the fact that they are broadband subnets and listed as such in the RIR db. I attached copy and links to the allocations.
