There's no easy way to filter this out in mailman3 as it doesn't have a way to
tag a given message ID as already processed. As the archiver (hyperkitty)
uses message-id as the primary key, it will only appear once there. it does
appear in the digests however as that's essentially a one off mbox container
which is emptied into the periodic digests.
This only presents itself when people do reply all and someone has cc'd the
old list. A reply to list or single reply would only send one email. The
intent was that someone wanting to post to the list address would use one or
the other and that just reply or reply to list.
