This wouldn't be the first time. An example of other case where this
happened was when configuring traffic shaping, but the specific setup
didn't have enough traffic manager bandwidth (4 port 10GE into a 35
gigabit/s traffic manager if I remember correctly) so XR chose the path of
least resistance and accepted the commit, decided it couldn't be
implemented in HW, and got on with its life without saying anything.
