Cogent is well known for having incomplete global IPv6 connectivity.
Does your network have a route to 2600::? Does Cogent have a route to
your network? If you're on AS6939, the answer to both of those is
probably "no". Obviously in that case, you're not going to be able to
ping it even if there's a host there listening and willing to respond.
Back when it was Sprint, the routing policy would have been different,
but Cogent has completely absorbed the Sprint IP network and turned it
into "more Cogent".
