Chiming in to say we’ve been having the exact same issue with a single block of 
IPs we are leasing from Cogent.

Also haven’t been able to get in contact with anyone from Activision 
successfully to sort it out.

We're getting a lot of reports from end users on our residential network
that Call of Duty will not allow connections. We have verified it is not a
user
level block but seems to be an ip related issue. Please contact me or advise
