        Unfortunatly, that technique does not have broad commercial
        implementation. In addition, there was some pushback from
        the IETF IDR wg on using this technique. So its still a bit
        "iffy", although a very elegent "haq".  (we used it in LA 
        for a while but could not get folks to adopt it.)
