Contact for blacklist.sequoia.ops.asp.att.net RBL?

Anyone know who at att.net runs the
blacklist.sequoia.ops.asp.att.net RBL?  When they block
based on it, they tell the sender to contact their ISP
and give no method of contact for themselves.
