I think there is *always* a business case for making infrastructure communications services work efficiently and reliably.

However the world is pretty consistent about efforts to fix long-standing human problems, such as failure to run a service adequately. How often does a long-standing problematic operation get fixed?

Change is certainly possible.

It just isn't probable.
