are you member of peeringdb.com ? That's an amazing place to search for people who are in NOC of ISPs/networks etc. Especially for peering purposes. I just searched there and TWC has a contact info there.. I recommend you to register and start using it, so you can get pretty much the contacts you need or they can direct you to the best person , at least Mehmet Akcin
