Digital cross connect is the way to go if you have the budget to do that. Turin now force 10 make a good dacs and or the cisco 15454 with a ds3-12xm card can do it as well.

It takes, literally, 5 minutes to learn to do it. And that's with a "screw driver" wirewrap tool.
