ARIN does not provide transit - how could they guarantee or even just provide best-effort routability?

Perhaps, but that is misguided. ARIN, et.al. don't get involved in peering or block lists or firewall configuration guides or hurricane forecasting or ... anything else that bars reachability. If I decide to unilaterally block traffic from your address range, ARIN, et.al., can't do anything about it.
