Keep in mind that latency isn't the end-all-be-all in measuring a link, packet loss and having a proper (modern) TCP stack is key here as well. Any modern *nix or Win7+ should be able to fill the pipe with a single TCP flow unless there is someone meddling in the middle. - Jared
