No. Some ccTLD managers have signed "Affirmations of Commitments" with ICANN that basically say both ICANN and the ccTLD admit each other exists, but it isn't required. > I thought they were independent. Yes. ccTLDs are treated as national sovereign resources. Regards, -drc
