I use NXlib and nano-X in DOS with FLTK 1.3.0. I have a program that calls the new FLTK UTF-8 functions and the program works without problems.

I have not tried to put the entire UTF-8 character set on the screen though yet.

It's been a while since I worked with FLTK, but I suggest
that you use the latest FLTK v1.x, and use it with
NXLIB.  You may have to change some flags in the GrText
calls in NXLIB so that all text defaults to UTF-8, which
Nano-X will then handle.
