This is a bug.  I've fixed it and will check it in today.

i'm trying to add some features (checking the environment for properties
that are not defined in the build file) to nant.core, and i'm running into
an interesting problem.  if i do a 'nant debug test' to build and test the
package, i see the tests fail in the exec of 'nant selftest', but the build
doesn't stop.

Is this by design, or is this a bug?  It seems odd that the build doesn't
break when the tests fail.
