I agree with the license stuff- it's bizarre enough that it should be done by hand outside the <csc> task.

That would be cool. It would be nice to move the reference code into a common place (the <csc> and <vbc> tasks) to avoid code duplication.
Not sure if we need this for the compiler tasks, as you should actually supply it with the assemblies that you want to reference ...
I don't think these tasks should contain any logic for determining other dependencies, so there won't be any code duplication.
