Hi Jarek, I looked into it, and it is indeed a regression in Mono (cvs) with regards to attributes on base classes. I filed a bug report for it (#54716, http://bugzilla.ximian.com/show_bug.cgi?id=54716).
Until this issue is fixed, NAnt will not be functional on Mono.
