Looks like Microsoft has finally jumped on the true "open source" bandwagon with the release of WiX - an XML to MSI compiler.

It's unfortunately not under a GPL-compatible license (preventing direct linking), but the command-line interface would work just fine for most purposes, I believe.

An installer-builder (an alternative to NSIS) would certainly be a useful tool to help round-out the NAnt toolset.
