Do you mean can you compile these using the csharp compilation task ? - 
then yes just use the resources child element.

run an external exe or batch file - is that what you are after ?

not a dedicated one but there is a <script> task that can be used to 
embed scripting code in any .Net language c#, vb.net etc

again you'll need to clarify. Whats a specific example of what you are 
trying to accomplish ?
