I was having the same problem when building a web project. I tried following Eric's workaround but found I was still not able to build. What finally fixed it for me was (as I read in an earlier post form August) to enble "Script Source Access" for the web app. I then unchecked the "write" access and I can still build.

Windows 2003 locks down everything on IIS by default so you will need to enable WebDav or you cannot compile your code. Additionally a rather nasty part..is that if you are compiling your project via the solution task and using Reed's suggestion of the <webpath> task you will need to enable write on the virtual application (i.e. your web application). Now this seems a little odd and frankly frightening. I guess it only be on the builds box, if in fact I'm actually running IIS on the box.
It works like a champ now.
Again you have to do the following:
Web Service Extensions - "don't ask me why the call them this.to my knowledge it's all extensions on the server"
WebDAV - Allowed
Your Web Application - "in dev or builds environment only!" Properties - write = "checked"
This has allowed me to compile my web projects.
