The VSS tasks are (and have always been) part of NAntContrib, which is a project that groups a set of user contributed addon tasks for NAnt.
You can download NAntContrib 0.84 here : http://sourceforge.net/project/showfiles.php?group_id=54790. The main website for NAntContrib is http://nantcontrib.sourceforge.net (note, the website is not completely up-to-date yet).
