A switch or choose structure is much cleaner (IMHO) for this kind of
pattern in xml.
elseif works well in code, but tends to cause indentation blowout in
xml:
<if test="test1">
  <then1 />
  <elseif test="test2">
    <then2 />
    <elseif test="test3">
      <then3 />
    </elseif>
  </elseif>
</if>
