Thanks for the help, here's the syntax that made it succeed(note the " ):

<arg value="-p
"${WorkDirInstallShield\NWEA_MAPAdminWeb_Install.ism"" />
<arg value="-a "MAPAdminWeb_Install"" />
<arg value="-c "Release 1"" />
</exec>
