Pretty sure nothing like that exists right now.   Typically SCM purists would say if you have removed something from the solution you should also delete it from VSS. All this grand, I just have one bit of trouble, things that have been removed form the solution yet are still in VSS (valid parts of my history) come down with the getlatest.   Is there a way to get latest on a SOLUTION (like the DEV environment does)?  I don't want to remove those items from VSS, but I don't want them to be pushed out either.
