But to answer generically anyway, it looks like you are on Windows, so there is a great app called handle.exe (command line) or its sister app Process Explorer (GUI) from sysinternals (http://www.sysinternals.com which is now owned by and the URL redirects to Microsoft. Look under Process Utilities). That's what I use whenever I need to see what has a handle open to my files. You may find that it is svn itself that has the handle open, in which case, you should look for support on svn. You may find that it is your virus scanning software. Or something else entirely.
