to answer your other question - you can use the diff utility, same as on nix platforms. diff.exe ships with most cvs distributions - we reccomend tortoisecvs or you can get it in cygwin.
tortoisecvs also allows you to create a patch file from its ui - very convenient.

This is my first time submitting a fix.  As such, I don't know how to
generate a diff file on windows.  Can someone point me in the right
