Summary: VSSGet relative localpath and file dates

Initial Comment:

Added support for a relative path within the localpath 
property.

Also added the ability to control the dates that are 
written when the get occurs.  Added setdatesto which 
takes 3 valid settings, each has a shorthand notation:

value          shorthand     VSS Flag
--------------   ---------------     ---------------------------------
current       c                  VSSFLAG_TIMENOW
lastmod     m                 VSSFLAG_TIMEMOD   
lastupdate  u                  VSSFLAG_TIMEUPD    

This is a non-required attribute which defaults to current.

I added the enum at the bottom of the last to take wrap 
the VSSFLAG s, which I am kind of unsure about 
stylistically but will leave it up to you on how you 
incorporate it.
