I cannot (or don't want to) make an msi package to do this. The gac-install task is unfortunately dependent on the SDK for finding the gacutil program (at least I think so). This is a bug. It doesn't actually need the SDK to find the gacutil program - it is located on %SystemRoot%\Microsoft.Net\Framework\v.1.xxxxx\... (at least for ms .net 1.0 and 1.1..
