Re: RFR 8073707: const re-assignment should not reported as a "early error"

The fix is incomplete as it does not substitute early error checks with 
runtime checks for local (non-scope) symbols.

This also exposes a gap in our tests regarding non-scope const. I'm 
assigning the bug to myself to add the missing check and tests.
