More attacks likely, FBI says

Official: 'It's not going to be pleasant'

By Howard Pankratz
Denver Post Legal Affairs Writer

Sunday, September 23, 2001 - The FBI is warning law enforcement agencies nationwide to expect more terrorist attacks, the executive director of the Colorado Department of Public Safety said Friday. (DEVELOPMENTSOverseas developments Friday related to the investigation of the Sept. 11 terrorist attacks:In London, anti-terrorist police arrested three men and a woman in connection with the terrorist attacks. In Germany, investigators named a Yemeni man as their second suspected link to the terrorists who attacked New York and Washington, revealing that they now believe the plot reached back at least to 1999. In France, police detained seven people in connection with an investigation into alleged plans to attack U.S. interests in France. In Israel, a senior intelligence official said Israel was aware a few! months ago that Osama bin Laden was planning a large-scale terror attack, but did not know what his targets would be. In Mexico, authorities were combing through hotel registration documents and tracing the activities of an "unusually high" number of Arab guests who stayed at Pacific Coast resorts between July and five days before the terrorist attacks. - The Associated Press)
Sue Mencer, who headed the Denver FBI office's domestic terrorism unit before taking the state job last year, said the FBI hasn't pinpointed a time or place for the strikes. But FBI intelligence indicates terrorist attacks are likely, especially after the United States takes action, Mencer said. "I think we're going to have casualties," she said. "I wouldn't even hazard a guess as to how many. But I think this kind of warfare is probably going to result in that. "It's not going to be pleasant." Ann Atanasio, a spokeswoman for the FBI in Denver, declined comment on the FBI's warnings. FBI officials in Washington confirmed that warnings have been issued since Sept. 11. But the agency declined comment on specifics. Before coming to Denver in 1990, Mencer was with the FBI in Washington, where she investigated international terrorism. When she came to Denver, she oversaw the unit investigating terrorism and created the FBI's Joint Terrorism Task Force in Denver in 1996. In ligh! t of the Sept. 11 attacks and the ongoing FBI warnings, Mencer said, she has met with the State Patrol, the Colorado Bureau of Investigation, the state Office of Emergency Management, the governor and various legislators. "They are all concerned about security and what are we going to do and are we going to change things," she said. "So we've been looking at our policies and reviewing them, and I think we'll be coming up with some pretty concrete suggestions and some reviews of things in the next week. "We are doing what everybody else is doing around the country right now, and that's looking at our safety and security plans, our emergency response plans, and making sure they will address the needs as we've seen them since Sept. 11," she said.
