Juvenile Justice in Montana - Part Two

Dr. Larry Brendtro, Director of Reclaiming Youth International of Sioux
Falls, SD, works with programs for at-risk youth. Brendtro told Lakota
Journal, "This is the dynamics of a program operating on wrong methods and
untrained staff. Unfortunately, many states have moved youth into adult
facilities, and at the same time have moved adult types of facilities into
youth programs. In a youth system, this type of the use of OC [pepper spray]
indicates that no one really knows what they're doing." Brendtro continued,
"A place that uses toxic chemicals in the faces of kids is much more toxic
in what it's doing to the entire kid. There's not one study anywhere in the
world to show pepper spraying kids is good for rehabilitation."

Referencing the trial for assault, and the numerous times he was pepper
sprayed before the incident leading to assault charges, Dexter Turntoes
said, "I never got to say anything about the incidents, information was just
put together to be able to charge me." Turntoes said that guards mostly went
after Mexican and Indian youth. He said that guards acted as though they
enjoyed the sprayings.

Will They EVER Get It?

My article addresses some issues that are quite important to me. One is the
fairly common practice of portraying Natives as historic, past tense, and/or
extinct. For the past three years, my partner and I have been producing
"Canku Ota" (Many Paths), a website/ezine for and about Native youth. We
began this project, in part, because we were so frustrated by some of the
websites that we had run across. Many of them were school sites.

One in particular stands out. This site, by a teacher, in West Virginia,
talked at length about the Hopi and kachinas. Everything was past tense ...
as in "the Hopi were, the Hopi used to, the Hopi did..." Then, she had her
class make kachinas.

Frontier Justice

HB 1113, a bill originally aimed at accreditation for the state juvenile
corrections facilities, passed both the South Dakota house and senate during
the legislative session but was vetoed by Governor Janklow. HB 1113 had been
amended to require that state facilities meet the Performance-based
Standards Program offered by the Department of Justice, a program that the
Department of Justice pays for states to utilize. The bill had overwhelming
support in the senate, passing with a vote of 28 to 7. The house vote was 36
to 31.

The fact that the state Department of Corrections claimed to have already
been working to implement the standards set forth in HB 1113, along with
politically charged timing of the veto, leaves those who supported the bill
questioning the real reasons that Governor Janklow vetoed the bill.

Janklow's message said the policy outlined in HB 1113 conflicts directly
with the states decision to ignore federal standards for juvenile
incarceration that separates adults from juvenile offenders.

Vanished Voices - NEVER AGAIN! Project

In light of the recent media awareness of how the Vancouver Police Dept.
failed to fully investigate the cases of the now 50 listed missing women
from downtown eastside Vancouver, I have begun to research the 500 or so
estimated cases of missing First Nations women in Canada over the past 15
years or so.

I hope to compile all the facts known about each of these cases and make
them public. Hopefully with enough information put out publicly, the media,
police enforcement agencies, politicians, etc. will begin to focus on the
truth - that First Nations women are missing and no one is doing anything
about it. Our sisters are not dispensable!

DISMANTLING ACADEMIC FREEDOM

A memorandum, dated 30 November 2001, was sent from Governor Pataki's office
through the SUNY University Counsel to all presidents of New York State
operated campuses and community colleges. It stated that all contacts with
Indian people (including anyone who purports to represent, speak on behalf
of, or in any way is affiliated with an Indian tribe or nation) should be
immediately reported to the University Counsel's office. After reporting
such interaction all campus personnel should "await further instructions
from us before engaging in any further contact" including replying to
correspondence, returning phone calls, holding meetings, or sharing
information of any kind.

Indians back Sioux governor for South Dakota, Seminole governor for Oklahoma
and Natives for Congress

LOS ANGELES -- Native Americans have the chance to capture five important
political seats this year.

A Sioux member is running for governor in South Dakota while a Seminole is
fighting for the same spot in Oklahoma.

In this year's congressional races Native Americans are hoping to represent
voters from Arizona, Oklahoma and South Dakota. All the candidates believe
they stand a strong chance if they can get American Indians out to vote.

"They understand that they can have a voice and they want their vote to be
their voice," said South Dakota gubernatorial candidate Sen. Ron J. Volesky,
D-Huron. "It doesn't mean giving up their Indianness."

Vocal support with an MTV beat

The crowd moved in as Robby Romero, also known as Red Thunder, began to sing
at a reception for him sponsored by Tanana Chiefs Conference.

A yelp of recognition came from the back of the crowd as Romero began the
chorus of "Heartbeat," a song made famous by a statewide television show
called "Heartbeat Alaska."

"There's a heartbeat, loud as thunder," Romero sang as he strummed his
acoustic guitar, adorned with a single eagle feather.

Ten Most Endangered Parks in America

For the fourth straight year the Great Smoky Mountain National Park in
Tennessee has been included in the National Parks Conservation Association's
"America's Ten Most Endangered National Parks." The list released this month
highlight what is believed to be the most threatened within the National
Park Service's 385 sites.

The National Parks Conservation Association (NPCA) was established in 1919
to be a "watchdog" for the National Park Service. Striving to protect our
nation's wildlife, natural wonders, historic and cultural heritage, the NPCA
uses multiple resources to safeguard and educate the public about the
largest park system in the world.
