Haskell Wetlands - Part Two

(Lawrence, KS) The Army Corps of Engineers has issued a letter to 26 tribes
inviting consultation for a 45 day period, and to over 500 other tribes
notifying them that the Environmental Impact Statement (EIS) process was
underway regarding a permit being sought by the Kansas Department of
Transportation. The EIS begins the assessment needed to allow construction
to get underway on a four lane highway that may go through wetlands that are
part of the Haskell Indian Nations University (HINU). Haskell was founded in
1884 as Haskell Institute, one of the off-reservation boarding schools
founded by the federal government.
The project was originally proposed in the mid-1980's. Since that time, the
Federal Highway Administration and the Department of the Interior have both
recommended the "No Build" alternative on the project. The National Congress
of American Indians (NCAI) has passed a resolution opposing the proposed
trafficway, citing spiritual and historical concerns, as well as sovereignty
issues. A document dated March 7, 1996 from the Department of the Interior
recognized numerous cultural issues that remain today. The Federal Highway
Administration notes that the Environmental Impact Statement has not shown
that there is not a prudent alternative and states that, "Comment from the
Indian community has been largely left out.and these alternative routes
cause extensive impact to environmental and cultural resource values."

Sovereignty is the foundation upon which this relationship is built. The
purpose of this document is to provide the reader with a basic understanding
about the sovereign status of American Indian tribes.

A Killer Among Us

Since 1900 heart disease has been the leading cause of death in the United
States every year except 1918. Each year over 950,000 people die from
cardiovascular disease and out of 2 million deaths each year, 60 percent
list heart disease as a contributing factor. Among American Indians and
Alaskan Natives, the trends seen by the general population are echoed.
Deaths attributed to heart disease among American Indian men and women are
25 and 27 percent respectively. These are scary statistics. Every day, every
33 seconds, someone has died from heart disease.
