Subject:  Denunciation of harassment

We send the following denunciation for publication and awareness.

Palenque, Chiapas, Mexico. February 13, 1999

The Civil Association "Health and Community Development" strongly protests
the despotic treatment and intimidation given at the military checkpoint of
the 18th Infantry Regiment, Forest Operation, located at the entrance to
the Roberto Barrios community, municipality of Palenque, where on Wednesday,
February 3 of the current year at about 2:00 p.m. the following took place:

Passing by the above mentioned checkpoint, the community doctor in charge
of the region's health post, Dr. Javier Avina Gallardo, a worker of this
association, was subjected to intimidation and threats by military
personnel, among whom was a Captain who refused to give his name, and who
in his threats used expressions such as, "So you are the Zapatistas' doctor,
" "it would be better for you not to go in there with those good for
nothing sons of bitches (hijos de la chingada)" "for your own good I
recommend you get out of here, watch out, don't let anything happen to you,
watch your path, in vain you studied so many years to waste it on these
people who aren't worth the trouble," "Don't get nervous, doctor," after
making these threats he ordered the inspection of the vehicle Dr. Avina was
traveling in, and another soldier proceeded to open a line of a questioning,
asking for his personal information such as: address, telephone number,
institution in which he works, etc., which the doctor refused to give. 

We denounce in addition that the application of the Federal Firearms and
Explosives Law and the drug war are commonly utilized as excuses for
demanding other kinds of information in the region.  In doing this the Army
oversteps its functions. 

For our part, we wish to clarify that the work we undertake in the locality
mentioned is open to all of the population, bringing medical attention
independent of one's political or religious affiliation.  In addition, we
have established a coordination with the Secretary of Health for the
specific case of vaccinations and channeling of patients for higher level
care.  Attitudes like that of the Captain, far from contributing to the
easing of tensions and the search for peace, are obstacles to that process.
