I have been reading the Department of Justice's February 14, 1999 study about
violence and American Indians. Comparisons are made to other populations:
blacks and Asians but there are few references to Latino
people...specifically
Mexican Americans who are more Indian than Spanish. To omit statistics for
Latinos presents a huge problem...for me anyhow.
Between 1992 and 1996
violence per 1,000 persons occured in
124 American Indians (one in 20 people over age 12)
61 African-Americans
29 Asians
49 whites
70% of violent acts against Americans Indians are committed by people
from other ethnic groups. 60% of the offenders identified as white.
10% of the offenders are described as black
70% is a substantially higher rate than experienced by other ethnic
groups.
55% of violent acts involved alcohol by the offender
The remaining 30% offenders are American Indian.

2/3's of the offenders in these 4 categories are non-Indian.
On any given day in the US one in 25 American Indians is under the
jurisdiction
of the nation's criminal justice system. This is 2.5 times the rate for
whites and 9.3 times the rate for Asians and half the rate for blacks.
American Indians in local jails exceeds 4 times the national average while
the
population in state and federal prisons is 38% above the national rate.
1,083 per 100,000 persons....the highest of all racial groups
The arrest rate for American Indians (alcohol related offenses) is more than
double the rate for the total population of blacks, whites, and Asians
combined. Four of 10 arrests involve driving while intoxicated. Drug
arrests
forAmerican Indians are lower than the national average.
Nearly 1/3 of all American Indian victims of violence are between ages 18 and
24 making them the highest per capita rate of victims (232 per 1,000
people) of
violence of all other racial groups combined.
Violence experienced by American Indian women is 50% higher than that
reported
by black males.
American Indians number approximately 2,000,000...less than 1% of the
entire US
popoulation
2,000 of every 100,000 adults (age 18 and older) are serving jail
sentences or are on probation.
The median age of American Indians is nearly 8 years younger than the general
US population and American Indians are the most likely to report Hispanic
ethnicity
Populations residing in rural areas:
40% of American Indians
18% of whites
8% of blacks
*crime rate for American Indians is higher in urban areas....207 per 1,000
*the urban crime rate for American Indians is more than 3 times that found
among whites
State resident statistics....over 1/2 of American Indians live in 10 states:

*American Indians with incomes under $10,000 had the highest rate of violent
victimizataion: 182 per 1,000
*Intimate and family violence accounts for 9% of violent victimizations which
is about the same percentage as found among all victims of family and
intimate violence.
Over 40% of American Indian victime report the incidence occurred in or
around their own home or that of a friend or neighbor. This is 1/3 times
the
national average.
19% of violent victimizations took place in open areas (streets, public
transportation)
14% took place in the workplace
33% of the offenders carried a weapon (13% were guns)
50% occur after dark and 1 in 5 occurred between midnight and 6:00 a.m.
In 70% of these attacks, the American Indian person resisted through physical
force but less than 3% used a weapon against their attacker.
The total annual loss for American Indians arising from violent criminal
victimization translates into more than $35 million of which $21 million
accounted for medical expenses.
In the 1990s American Indians are the only ethnic group to experience a
rise in
the rate of violence and abuse of children under age 15. One of every 30
American Indian children experience violence as do
one of every 66 white children
one of every 30 black children
one of every 209 Asian chidlren
*Less than 50% of all crimes affecting American Indians are reported to the
police...
I am not going to get into the statistics on murder today because its just
too
depressing. If I can muddle through it and make any sense of the
information I
will put something together.
