My concern is with the possible loss of electrical power
             during the first few days of January.  This is northern South
             Dakota and low temperatures in the -30 to -40 are not
             untypical for this time of year.  Our sheltering plans based on
             war time scenarios did not include a winter contingency.  I
             have spent the last several months addressing the
             alternative heating fuel supply problems for our shelters. 
             This coincides with EPA's deadline for the removal and
             remediation of leaking underground fuel storage tanks.  As a
             result there is a rush to remove these tanks and rely on the
             ability of the local power company to provide both gas and
             electricity.  

              Should a power outage affect our gas compressor stations
             for more than 24 hours we will lose gas pressure and
             according to our local gas company engineers  a realistic
             relighting or gas appliances will not occur for at least a three
             week + period.  A 23,000 population community in Nebraska
             suffered this problem during a recent winter and required 3 �
             weeks to relight all furnaces and that was with the help of all
             area power companies.  Our single highest priority is
             providing electrical power to the compressor stations along
             the entire length of gas line from the wells in Oklahoma to the
             homes in northern South Dakota. A simple loss of electrical
             power for a 1 - 4 day period can be handled locally, as it would
             be for any type of ice storm/blizzard.  However longer outages
             would become problematic as we would only be one of many,
             and thus the resources to assist will be depleted and not
             available.  Our water and sanitary systems are either now
             compliant or will be before the end of 1998 allowing us a full
             year of testing.  Preparations of the citizens is taking the lead
             from our more typical wintertime preparations, i..e., food
             supplies, alternative heating methods, freeze proofing your
