The move is an attempt to derail a major criticism of those who oppose the Nisga'a treaty - that non-native residents won't be allowed to vote and participate in a racially defined government that will have a major effect on their lives. Treaty supporters say the Nisga'a have always extended their generosity and citizenship - complete with voting rights - through formal clan adoption ceremonies. The newly adopted Nisga'a constitution says non-Nisga'a people can be made citizens in accordance with band law.
