Terrace BC. Nisga'a leaders say they are laying the groundwork to allow
non-band residents of the Nass Valley to become Nisga'a citizens. The move
is an attempt to derail a major criticism of those who oppose the Nisga'a
treaty - that non-native residents won't be allowed to vote and participate
in a racially defined government that will have a major effect on their
lives. Treaty supporters say the Nisga'a have always extended their
generosity and citizenship - complete with voting rights - through formal
clan adoption ceremonies. The newly adopted Nisga'a constitution says
non-Nisga'a people can be made citizens in accordance with band law. Ed
Wright, secretary treasurer of the tribal council, said the option will be
fleshed out when citizenship legislation is drawn up.
