Navajo Housing faces cuts, despite $86.7
million budget

WINDOW ROCK _ The Navajo Housing Authority might have to begin laying off
employees in January or cutting back on the hours they work because it
running out of money to pay operating costs. _ Those measures might have to
be taken even though NHA just last week gained approval from the Navajo
Nation to begin allocating $86.7 million in federal grant money for
construction and rehabilation of homes on the reservation. The problem is
that those grants don't contain money to pay for NHA's operating costs.
NHA's operating budget is contained in the nation's 1999 housing plan,
which is still undergoing tribal revue.
The $86.7 million was contained in the nation's 1998 housing plan. That
money had been tied up in a tribal review process that was completed last
week when the Council's Intergovernmental Relations
