                Secretary of the Interior Bruce Babbitt returned to his
                hometown to advocate the placing of over 500,000 acres of
                the Arizona strip in a National Monument on March 15 at
                Northern Arizona University.

                        Fate of Navajo zoo still unknown

                Tina James, spokeswoman for Navajo Nation President
                Kelsey Begaye, said that the President has not come to a
                final decision on the fate of the Navajo Nation zoo in
                Window Rock. The zoo is home to a number of reservation
                animals, including bears, coyotes, snakes and elk.

                         Planning for Shivwits Plateau

                Secretary Babbitt has an historic opportunity to include the
                people of the Arizona Strip in making plans for the future of
                their land. He also has an example close at hand of a method
                for doing that. The proposal for naming over 500,000 acres
                of the Shivwits Plateau a National Monument can be a
                turning point in federal-local relations as everyone struggles
                to find the best way to preserve these fragile lands for the
                future.
