Hayfield work a milestone for Six Mile project
Kamloops Daily News 3/23/99

The Kamloops on the Lake project reached another significant
milestone Monday when crews began initial construction.

The $180-million project, which received approval in
principle from
the province in June of last year, had been held up for
months
awaiting final approval from the provincial
archeological branch.

An excited Pagebrook Inc. president Michael Grenier said
crews
from Action Construction began sculpting earth at Six
Mile Ranch
Monday -- more than four years after the company
purchased the
land and drew up plans for development.

Crews began today on about six weeks of work to nearly
double the
size of the Duffy hayfields, part of the agricultural
enhancements
required by the province for exclusion from the
agricultural land
                   reserve.

"The (archeological) field work was done before
Christmas," he
said. "I hoped to get Action going before Christmas. We got hung up
when the archeological branch wanted the final report,
not just on
                   the Duffy hayfields."

The signing off by the archeological branch of the
Ministry of Small
Business and Tourism represents the final approval
before work can
                   begin.

"There's never a point where you're finished with government
approvals. But preliminary approvals have been dealt with."

The Skeetchestn Indian Band has demanded action by the
provincial
and federal governments to deal with its claims to the
440-hectare
parcel. Grenier has said the claim is outside his
jurisdiction.

Skeetchestn Chief Ron Ignace could not be reached for
comment
                   Monday.

Grenier said millions of dollars in enhancements will be
under
construction this year. Following the expansion of the
hayfields will
be marina design and construction, as well as design and
initial work
                   on the golf course.

Initial sketches have been done on the 100-slip marina.
A request
for design-build proposals closes this week and Grenier
said interest
                   has been high.

A golf course architect is expected to be chosen in
April or May,
with work starting in the fall.
