"In 1997 a bill was introduced, (it is called Wildlife Mitigation Bill,
by then known as Danklow Bill because of Janklow-Daschle cooperation on
it). in the US Senate,telling senators that the legislation was the
result of a consensus process and neglecting to tell them about the
strong tribal opposition. In 1998 Initial defeat in the house of
Representatives Daschle succeeded in having the Wildlife Mitigation Bill
inserted as Title VI of the 1999 Appropriations Bill which was passed in
October. Title VI was buried on page 1,600 of the !6,000 page Bill.
Tribes were never given the opportunity to testify against it. 1999 S.D
is pressuring the Corps of Engineers for a speedy transfer of the
200,000 acres of docket 74-A land along the Missouri River to the state.
The Mitigation Act calls for a water study and SD gave the US-COE
$10,000 to do the study. SD wants the lands transferred by Sept 30,99
which would not provide time to do an Environmental Impact Statement to
determine how the 200,000 accres would be affected by SD plan to use it
for recreation."
