TENSE SITUATION IN ROBERTO BARRIOS, and
EMERGENCY CALL FROM THE DISPLACED OF MARAVILLA TENEJAPA


The Aguascalientes of Robero Barrios belongs to the "El Trabajo" Autonomous
Municipality, which was declared on December 19, 1995.  There are 86
families living in this region, and the total number of residents reaches
1000 persons.

The region to the north of Robert Barrios has been lashed by a bloody
internal war, brought about by two paramilitary bands, Los Chinchulines and
Peace and Justice, made up of PRI indigenous, with the support of the
police and the army.  The paramilitary groups' actions against indigenous
EZLN sympathizers and the Democratic Revolutionary Party have left dozens
dead and thousands of campesinos displaced from their communities.

With absolute impunity, Peace and Justice and Los Chinchulines prevent free
movement on the highways to the north, harassing observers, journalists,
NGO's and members of human rights organizations.

Lately the situation in the zone has remained tense.  The autonomous ejidal
authorities denounced accusations against Professor Elias Vazquez Gomez,
who is working in the community's Educational Center.  According to the
denunciations, everything began with work-related problems between the
teacher and the school's director.  The organized community is concerned,
because it is not the first time that teachers have been used to divide and
to create discord among the residents, such as in Tila and Sabanilla.
The children in the community have not been going to school since December
9, by a decision of the assembly.  The parents say they do not want to
expose their children, since the PRI authorities, through their parents
committee, of families of pre-school education, are threatening to build
another school just for the PRI's.  As part of the provocation, according
to the denunciation, two newborn pigs were poisoned and rocks were thrown
at people and at the autonomous clinic.

Last September, a criminal act, within the common jurisdiction, occurred at
the Arimatea crossroads which leads to Roberto Barrios, and which was
resolved with an arrest warrant against the accused, already identified by
the proper local authorities.  This event was turned into an excuse to ask
for the installation of a military camp.  There is currently a large Army
camp just a few meters from the community.  There they detain people,
search their belongings and intimidate them.


The army has tried to enter the community on three occasions.  The soldiers
have come up to the river where the women bathe.  They have passed through
the main road in the community, in an openly provocative manner.

On March 18, 1997, a 60 year old man was found dead in the river in the
community of Roberto Barrios.  He had rocks tied to his neck, arms and
legs.  Months later, the unfortunate one was his son-in-law, Trinidad Cruz
Perez, also a member of the community.  Both crimes were committed by
paramilitaries from Los Chinchulines group.  Up to this point, there has
still not been any justice for them.  In May, a young girl died, and two
others were seriously burned, in an act of arson.  Public Security showed
up and took note of what had happened, but the guilty have not been
identified.

The victims' families do not have the money to continue with the legal
proceedings.  And, as time goes by, the guilty have continued to remain
free.

On February 28, 1995, we, as groups who were expelled from our community,
were mistreated by the PRI's and military, and they looted our belongings
from our homes, and they destroyed our houses and because of that we are
continuing to live our lives much worse off and with our families.  We are
suffering from different illnesses and we lack economic resources because
of the system we are living in.  We are suffering very much in order to try
and find a dignified life for all Mexicans, and therefore we would like
economic help in the amount of $40,00 (forty thousand), and we are so many
that we need this help it is for all of us men and women, boys and girls, a
total of 80 who will be benefited.

We are hoping for your help if there is anyone who can respond to the
request we are making.
