WE DENOUNCE OPERATION AGAINST SAN ANDRES AUTONOMOUS MUNICIPALITY

April 7, 1999
San Cristobal de Las Casas, Chiapas.

Today the state government carried out a police operation in order to
dismantle the San Andres Sakamch'en de los Pobres Autonomous Municipality. 
At 8:00 AM, 300 Public Security agents entered the town of San Andres,
escorting the municipal president of the PRI (Marcos Diaz Nunez), in order
to dislocate the Autonomous Council and to impose the purported PRI
authorities in the council.

Along with public security forces, a helicopter carrying reporters from
Televisa and Azteca TV touched down on the rear patio of the Municipal
President's office.

Two officials from the Autonomous Council were in the president's building.
 They were requested to leave the building, which they did.

According to information from the Autononous Council trustee, the public
security forces removed files, papers and vehicles.

Although the operation was carried out in apparent calm and without
violence, the Civil Observation caravan - which is made up of various civil
and human rights organizations and was visiting the town of San Andres -
was detained at the military checkpoint at the town's entrance, in order to
search the vehicles, without making any attempt to justify their actions.

Public security forces in the town had already asked them for
identification documents, and they were photographed by civilians.  During
the observation trip in the town, a public security vehicle with
approximately 6 members of that police force followed it.  It was verified
that the artisan's cooperative was in good condition.  Nonetheless, the
artisans feared that they could be looted, since the building is part of
the municipality, and they are sympathizers of the Autonomous Council. 
During the trip through the zone, a patrol, made up of Public Security
vehicles, was observed.

Contrary to reports by some local radio stations and newspapers, the
Municipal President's office was not abandoned, and it is functioning.

The observation caravan and other organizations, below signed, demand an
end to these kinds of police and military operations against the Autonomous
Municipalities.  Far from promoting conditions for the renewal of the peace
dialogue, they provoke more tension and make the possibility of a dignified
and just reconciliation in Chiapas even more remote.
