THE ARMY ENTERS CAMP AT POLHO

Polho Autonomous Municipality in Rebellion,
Chiapas, Mexico
April 13, 1999.

Gentlemen, Ladies:
To All the Governments of the World
To the National and International Press
To Human Rights Organizations
To National and International Civil Society

Through this means we are denouncing the incidents that occurred in the
Polho Autonomous Municipality, Chiapas, Mexico, in the Xolomtoj barrio,
Camp 6 of the displaced, on April 13 of this year at 8:00 AM.

While the community was carrying out its daily, peaceful camp activities,
12 heavily armed soldiers entered the camp, causing panic among the men,
women and children.  In response to such a provocation, the community
immediately gathered together in order to peacefully demonstrate against
the presence of the military.

This once more confirms what has been increasing over the last few days. 
We have no doubt as to the participation and the consent of the PRI
Municipal President of Chenalho, ANTONIO PEREZ ARIAS, who receives money
from the Federal and State Governments for his own benefit, in exchange for
his participation in the war of extermination.  He has also organized a
group of persons by community in order to identify members of our
organization.

In the same way, there has been an increase in the detentions of our
companeros, such as the case with Juan Luna Vazquez, recently detained, who
is being unjustly blamed for an assassination.  Arrest warrants are also
increasing, provoking even more panic among the people, causing us to
remain in our camps, violating our right to freedom of movement.

We therefore ask, as also did millions of Mexicans who participated in the
National and International Consulta, for the return of the soldiers to
their barracks, as established by the constitution and the laws.

Because of this, we ask for your swift and valuable assistance in this new
violation of our rights.
