Subject: NUCLEAR DUMP GAMES: AB 1397

Dear Editor;
Since you will only publish one letter per person per month, Ruth Lopez
asked me to write a "Letter to the Editor" to let you and your Readers
know that AB 1397 has been totally revised. All of the original wording
outlawing nuclear waste dumping was struck out and replaced with new
wording which provides the mechanism for a California nuclear waste
industry and disposal in California. If this law is passed, a statewide
commission will be set up that will allow for compact states to dispose
of waste here. The waste allowed to be disposed is redefined as
"regulated radioactive material" that is not "alpha emitting transuranic
nuclides with a half-life greater than five years and with a
concentration greater than 100 nanocuries per gram, or Plutonium-241
with a concentration greater than 3,500 nanocuries per gram, or
Curium-242 with a concentration greater than ,000 nanocuries per gram"
and all of the other "traditional" "high level" or "mill tailing" waste.
The PROBLEM What waste may be disposed of is defined by what may not
be disposed of. This definition in the negative is a CONTINUAL problem
and leaves disposal open to whatever else happens to be out there.
People Against Radioactive Dumping (PARD) has made a decision not to
support any legislation that defines waste to be disposed by describing
what may not be disposed. Further, radioactive waste cannot be disposed
of, it can only be managed until it is neutral or stable. For these
reasons, PARD will not and can not support AB 1397 at this time. PARD
intends to watch developments closely and encourages the Desert Star to
give fair and accurate coverage to this bill and how it may affect us
locally.
