--Testimonies from indigenous peoples and reality itself show the Mexican
Government is lying.

In the 55th session of the UN's commission on human rights,in their
comment on Point 12, called "integration of the rights of women and the
gender perspective," the Mexican government tried to disguise the
persistent and systematic violations of human rights and basic freedoms,
especially those which concern indigenous women and children.

It should be pointed out that the generalized violence agains indigenous
peoples, particularly in the militarized zones, affects women with
sadistic violence.  Mexican reality, documented by numerous national and
international non-governmental organizations, challenges the official
position of Mexico.  The many women and children who have been detained,
beated, tortured, raped and even killed by governmental branches like the
police, army, judges, public ministries, and governors are an undisputible
truth.  Just as examples are: between April 1998 and April 1999, in
Chiapas, Oaxaca, Guerrero, and Michoacan, among those affected by the
violence, like the Indigenous and Popular Council of Oaxaca "Ricardo
Flores Magon" (CIPO-RFM), Proletariat Organization Emiliano Zapata (OPEZ),
the autonomous municipalities of Chiapas and the National Purepecha
Organization, cases have been documented in which at least 163 women and
81 children; this is without counting the 248 youth, 61 elderly people and
the thousands of displaced.

Despite the fact that they were declared innocent by the same authorities
that condemned them, there has been no penal action whatsoever against the
people who organized, authorized and carried out these acts, and far from
being punished, they are rewarded with promotions.  Moreover, the victims
have not been recompensed for the physical and psychic damages sustained
by the victims, through their property as well as their persons.

If thse activities are referred to by the diplomatic corps at the UN when
advances and concrete actions are discussed for the welfare of indigenous
peoples and their rights, the indigenous women of the Mexican delegation
of ONG's hereby tell them, No, thank you very much; we don't need nor do
we want those rights which guarantee us death, offensive acts, toruture,
rape and theft.  We need peace and respect for our dignity as women and as
indigenous people, and therefore we insist that a resolution be adopted
that designates a special arbitor who will document the situation
surrounding human rights and basic freedoms in Mexico, and in particular
those relating to indigenous peoples.

Finally, we are demanding the the governor of Chiapas, Roberto Albores
Guillen, stop the generalized repression again all the organizations and
indigenous peoples who are struggling so that their rights will be
respected.  We also ask for sensitivity on the part of the Governor of
Oaxaca, Jose Murat Casab, so that he will stop the violenace against the
Popular Indigenous Council of Oaxaca "Ricardo Flores Magon," and release
the Mixtec indigenous women: GEORGINA OLIVERA SIERRA, ROSARIO OLIVERA RIOS
and DANIEL HERNANDEZ RUIZ, held in prison in Huajuapan de Leon, since the
same authorities who are holding them recognize that the only reason for
their imprisonment is that they have demanded the return of the land which
belongs to them.

We demand that the Mexican delegation stop pretending and lying to the
international community on the human rights situation in the country, and
that it joing the effort we are making as indigenous social
organizations in order to define a new relation between the government and
indigenous peoples.  We remind it that it is not with declarations and
speeches that the problems of indigenous peoples are solved, but through
congruence between what is said outside of the country and what is done
inside it; as long as this does not happen, it will just keep inventing a
reality that doesn't exist except in its reports.
