MINING INDUSTRY'S CONGRESSIONAL ALLIES PLAN STEALTH ATTACK

STEALTH RIDER WOULD LEGALIZE MASSIVE WASTE DUMPING AND EXPAND THE 1872
MINING LAW


The mining industry and their allies in Congress are likely to use a stealth
rider to seek to make the outdated 1872 Mining Law worse by legalizing
excessive waste dumping on valuable public lands. We expect that mining
industry allies in Congress will attempt to attach another
anti-environmental mining rider to the emergency supplemental funding bill
that would provide funding for both Kosovo and Hurricane Mitch relief.  This
rider, if attached, would be inserted in the coming days or weeks behind
closed doors with no public debate.

Our message to Vice President Gore, Secretary of the Interior Bruce Babbitt,
the President's Council on Environmental Quality, and Congress must be: Keep
Kosovo Funding Clean, Don't Pollute It With Anti-Environmental Riders And
Don't Make The Antiquated 1872 Mining Law Worse.

Why does the industry want this rider?  The massive waste piles produced at
many of today's cyanide leach mines are too big.  The industry wants more
public land to be given to mining companies for massive piles of mining
waste.  The planned rider would essentially legalize waste dumping that is
now illegal. But taxpayers and environmental groups are outraged.
Permitting such waste to be dumped on public lands is simply not an
acceptable solution to fishermen, other recreational users, and many
citizens who live near and visit public lands.

Use These Sound Bites:

* Don't Pollute Kosovo Funding With Anti-Environmental Riders-Fight Clean.

* Have the courage to debate this on its own merits, not hide it.  It's
unpatriotic to jeopardize funding for our troops in Kosovo with a favor to
the mining industry special interests.

* What happened to public debate?  Why are they in such a hurry to give away
more of our public land to gold mining companies and create more
cyanide-laced waste piles?  I think American taxpayers, and members of
Congress, should come visit some of these abandoned mines and waste rock
piles on our public land before they vote on this.

* This is when we need Vice President Gore.  We need him to stand up to the
mining industry and those in Congress trying to pull the wool over our eyes.

* I use these streams for trout fishing and this land for camping.  Mining
companies should not be allowed to dump waste piles on it.  And they should
have the guts to debate this publicly.

* This is pollution by rider.  It's unpatriotic and undemocratic.


PRESS THE ADMINISTRATION HARD:
This is about Clinton's legacy and Gore's campaign.  Remind Clinton-Gore of
what they've done to protect the environment from irresponsible mining.  Now
is not the time to jeopardize that legacy by making the mining law worse.
Is that really the legacy that Clinton wants?  Is that really the basis for
Gore presidential campaign?

Here's What They've Done:
* Protected Yellowstone National Park From a Proposed Gold Mine.
* Withdrew the Scenic Rocky Mountain Front in Montana From New Mining
Development
* Expanded the Toxic Release Inventory to Include Mining Waste
* Enacted a Temporary Moratorium on $2.50 to $5.00 an Acre Give-Aways of
Public Land

Here's What They Need to Do:
* Keep Kosovo Funding Clean of Dirty Mining Industry Riders.
* Block Industry Efforts to Make the Mining Law Worse.
* Don't Allow More Waste Dumping on Public Land
* Block All Other Anti-Environmental Riders


HERE'S WHAT YOU CAN DO:
Help Mineral Policy Center and the rest of environmental and taxpayer groups
fight to cleanup these riders.  Contact Al Gore, George Frampton at the
President's Council on Environmental Quality, Secretary of Interior Bruce
Babbitt, and the following Congressional representatives.  Tell them:

* Keep-It-Clean.  Don't pollute emergency Kosovo funding with
anti-environmental riders and mining industry favors.

* Don't permit new waste dumps on public land.

* Don't make the 1872 Mining Law worse than it already is.

* Block All Anti-Environmental Riders

The Mining Law of 1872 is in dire need of environmental reform.  Yet many in
Congress want to make it worse by allowing mining companies to dump waste on
more of our public lands.  Don't let them.  Fight to Keep the emergency
funding bills clean.  Don't let the mining companies and their Congressional
allies pollute them with anti-environmental riders.
