Two new bills were introduced yesterday (7/13/99), which directly impact
tribes. Legislative Impact will be adding these bills to our database shortly.

S.1347: 
A bill to amend the Internal Revenue Code of 1986 to exclude from gross
income capital gain from the disposition of certain urban property, Indian
reservation property, or farm property which has been held for more than 5
years.  Sponsor: Sen Brownback, Sam .

H.R.2484: 
A bill to provide that land which is owned by the Lower Sioux Indian
Community in the State of Minnesota but which is not held in trust by the
United States for the Community may be leased or transferred by the
Community without further approval by the United States. Sponsor: Rep
Minge, David .

The Senate and the House Interior Appropriations bills have been introduced

S.1292  SPONSOR: Sen Gorton, Slade (introduced 06/28/99)  
An original bill making appropriations for the department of the Interior
and related agencies for the fiscal year ending September 30, 2000, and for
other purposes.

H.R.2466    SPONSOR: Rep Regula, Ralph (introduced 07/02/99) 
A bill making appropriations for the Department of the Interior and related
agencies for the fiscal year ending September 30, 2000,and for other purposes.

According to the National Congress of American Indians the following is of
concern:

� The House bill contains language mandating a pro-rata distribution of
Indian Health Service (IHS) contract support costs

� language in the Senate bill mandates Tribal Priority Allocation (TPA)
redistribution, as well as extends the 638 contracting moratorium through
FY2000

While it is still early in the Appropriations process, the above concerns
will be taken seriously as the debate continues.  Remember - Slade Gorton
is the Chairman of the Sub-Committee on the Interior so he may try to
introduce harmful riders to the Senate Appropriations bill.  An example
might be the attachment of a rider to provide for the collection of certain
State taxes from an individual who is who is not a member of an Indian
tribe. He currently has such a bill introduced in the Senate (S.550). He
has tried this before. Legislative Impact will be monitoring this process
and will report on any further developments.
