If string freeze is the only roadblock, consider asking the gnome-i18n team for freeze break approval. After all, "Properties" is a term that is most likely translated already so perhaps won't impact translation at all, and the tooltip isn't very visible if it happens to be untranslated.
If it breaks UI freeze too, it might be a bigger problem to get it into 2.10.
