I don't think that will work. The view location bar toggles the whole
location bar toolbar, which will include the pathbar. I don't think we
need another preference in addition to the view location bar one.
Furthermore I don't think we should ever expose the term "pathbar" in
the ui.
The icons for zoom and view selection on the location bar toolbar dont
really belong there (what have they do with location?). Should I move
those onto the main toolbar?
